Types of U.S. Military Base Construction

U.S. military base construction is classified into two types based on the contracting authority: "U.S. Military-issued" and "Japan Ministry of Defense-issued".

Our company handles construction contracts issued directly by the U.S. Military.

How to Enter U.S. Military Direct-Award Construction

To enter the military base business, you start by participating in competitive bidding.

General Process Overview

  1. Search for target projects on the U.S. Navy bidding information site
    Confirm scope of work, bid dates, site briefing information, and military budget (in English)
  2. Register for the site briefing session
  3. Review and interpret the design specifications (in English)
  4. Inspect the construction site
  5. Submit questions in writing (in English)
  6. Prepare cost estimates using the "U.S. Military method"
  7. Submit bid
    For projects with bids of $150,000 or more, submit 20% of the bid amount as "cash (check)," "Bid Bond," or "Bank-issued L/C" along with the required documents to the U.S. Military
  8. Award
    Prepare approximately 10 types of documents (schedule, safety, environmental measures, work procedures, etc.) + 100% of the contract amount as "cash," "Performance Bond," or "Bank-issued L/C" for the pre-construction meeting with the U.S. Military representative
  9. Issuance of the Notice to Proceed
  10. Construction begins
    Negotiate design changes, submit progress reports in English. Apply for and obtain approval of progress payments at the end of each month
  11. Invoicing
    Submit monthly invoices to the U.S. Military based on approved progress
  12. Payment
    Payment is deposited the following month
  13. Completion
    This monthly cycle continues until the contracted work is completed
